Shoreline Stormwater and Asset Management Study

About This Project

The City of Shoreline required a comprehensive stormwater rate assessment and update as part of its renewed stormwater management plan. The project required not only an understand of utility financial concerns, but regulatory and asset management requirements as well. Two elements were paramount to this study: how asset management principals and levels of service interact with applicable funding mechanisms; and how stormwater rate credits, impervious surface measurements, and billing structures interact with revenue requirement analyses. The result of this assessment was an updated rate model that integrated closely with the City’s rate structure goals and asset management framework.
